In a move to modernize land record management, the Government of Assam sanctioned โ‚น48,65,148 on 25th June 2016, as per Letter No. RRG.77/2015/11. This funding was based on a proposal submitted by NIC (National Informatics Centre) for implementing BHUNAKSHA, a specialized software designed to digitize cadastral (land parcel) maps in revenue circle offices across the state.

From the approved amount, โ‚น37.50 lakhs was released in advance to NICSI to hire support staff on a Free of Cost (FOC) basis. The project is being overseen by Sri Hemanta Saikia, Senior Technical Director at NIC, who was also informed about the selection of 21 assistants for the implementation of the BHUNAKSHA project in Assam.

Digital India Land Records Modernization Programme (DILRMP)

The Digital India Land Records Modernization Programme (DILRMP) is a flagship initiative of the Government of India aimed at transforming land record management across the country. Launched in 2008 and later integrated with the Digital India campaign in 2016, DILRMP seeks to:

Bhulekh โ€“ All Land Record Portal

In addition to individual state portals, the Bhulekh โ€“ All Land Record portal has been launched by the State Revenue Council to centralize and simplify access to land records. Previously, important documents like Khatauni, Jamabandi, and other land registers were maintained manually. With the new system in place, all such land record operations are now completely digital.

The portal offers:

  • Lagan details (tax/dues)
  • State-wise land record summaries
  • Stamp duty and registration information
  • Digital cadastral maps (Bhunaksha)

It is now easier for citizens to search and verify their land information from anywhere, at any time.
